When Piggy is teased and mistreated, this is not a representation of democracy but a representation of the breakdown of democracy. At first the boys decide to follow a rather democratic form of government. As the novel continues, the evil and thirst for power that a strong democratic government is supposed to control, begins to break down. Jack, who wants total control as a dictator, begins to undermine Ralph's authority and Ralph is not an astute enough leader to stop him. Jack's easiest target is Piggy and that is why Piggy bears the brunt of the abuse. However, after Piggy is eliminated, Jack is free to go after Ralph and it is only the more powerful British navy stops him.
