Simon has discovered the truth about the "beastie" but is killed before he can tell the tribe what he has discovered.  The imagery of Simon floating out to sea seems to signify the end of the civilization and the take over of the savage nature in man.  The boys have been getting more and more carried away with the savage side of themselves and as Simon, (the Jesus figure as some believe) floats away so does any hope of the boys remaining under any law except survival of the fittest.
